Fineview Citizens Council (FCC) and Perry Hilltop Citizens' Council (PHCC) began collaborating in the winter of 2016.
Since that time, the two Registered Community Organizations have worked collaboratively to plan, build partnerships and implement their comprehensive community plans. Their mission is to preserve affordability, prevent displacement and re-imagine a culturally diverse business district in which neighbors are connected, thriving leaders shaping the future of their community.

Five-Year Affordable Housing Plan!
Fineview Citizens and Perry Hilltop Citizens' Councils worked with planning and development consultants to create a strategic, prioritized, data-driven plan for preserving and meaningfully expanding the neighborhood's inventory of affordable homes. This Five-Year Affordable Housing Plan is a road map for achieving that goal. (Published in 2020)

This Community Plan represents our comprehensive effort to engage residents, to identify community issues, and prioritize strategies that would revitalize the neighborhoods of Fineview and Perry Hilltop in a healthy and equitable way where all residents can benefit. (Published in 2018)
The 2 year planning process is complete. HUD accepted our plans for the transformation of Allegheny Dwellings and the surrounding communities. The planning process was a collaborative effort between Allegheny Dwellings Tenant Council, the Housing Authority City of Pittsburgh and Fineview Citizens Council. Partners at Perry Hilltop Citizens Council, Charles Street Area Council and California Kirkbride Neighbors were instrumental in the success of this plan.
